 (Still Pending) Access Control Key Policy - WWU is proposing to contract out all work related to their access control, and not to have our members perform any of the work/duties associated with Access Control. Met with WWU on October 24, awaiting their decision.

Settled DTB:

Parking Procedures and Assignments – Seniority – WWU agreed to award parking lot 14G to the employee who was improperly removed from lot 14G. WWU also agreed to provide adequate notice to the Union, and engage in good faith bargaining, before they implement any changes regarding parking.

University Residence Facilities OA3 reallocation. WWU withdrew their proposal and will not make any changes.

Pre-Tax to Post-Tax Parking Permits and Bus Passes

WWU will immediately reverse its decision and will deduct the Transportation benefit on a pre-tax basis.

WWU will retroactive pay all affected members for all lost compensation, as a result of WWU deducting the Transportation benefit on a post-tax basis.

WWU recently sent our union a notice of intent regarding timesheet reporting and suspended ops & inclement weather.   Our union met with management to discuss this on Feb 7th, management has been unresponsive to our last offer and has provided zero updates.     

WWU recently sent our Union notice of intent to contract with a logistical management firm the operation of the WWU’s materials warehouse.  This work has been historically been carried out by WFSE bargaining unit members.  As such our union has requested negotiations over this matter.  Our Union has submitted an information request, had an initial meeting with management on Feb 20th, and a follow up on March 20th.  Our union met with management on 7/9 and working to finalize the details of this demand to bargain.   Management has been unwilling to commit to writing what they agreed to in the 7/9 and all previous meetings related to contracting out the warehouse.   Management has also been unresponsive to our repeated requests for clarification, and information.   Our Union is exploring other avenues to resolve these important issues—stay tuned for more.

Received two (2) counter proposals from WWU. The BT has submitted an additional information request to WWU, dated May 25, 2018.

WWU wants to shift some duties from the Sustainable Transportation Program Coordinator (WFSE) to the Program Manager A (PSE). The BT has submitted an additional information request to WWU, dated May 22, 2018 and another information request on May 23, 2018.

Attended a DTB regarding outsourcing of Facilities Management on-site warehouse work. The parties discussed the reasoning behind WWU’s intent to outsource and ask numerous questions regarding preservation of BU work, and if WWU moves forward with outsourcing, would any BU employees be subject to layoff and/or see a reduction in their FTE status. WWU stated a RFP has gone out and we requested to see a copy of the RFP. Additionally, Mark Hamilton issued an informational request. The parties agreed to meet again on Wednesday, March 21, to continue the conversation and bargain over the effects of the proposed outsourcing of Facilities Management on-site warehouse work.

WWU was recently found to be out of compliance with Labor and Industries standards on eyewash station maintenance. To correct this WWU has sent our Union a notice of intent regarding their intent to reassign work customarily carried out by represented maintenance staff at WWU. Our Union met with management on Feb 7th to discuss this matter. Management explained the circumstances that led up to this discussion. Management also articulated that to be in compliance with WAC 296.800.15035 and Washington Labor and Industries guidelines that weekly activation of eye wash stations needs to occur. The Union and management came to an agreement that in order to foster a culture of safety employees in the areas where eye wash stations are would conduct weekly activations. Bargaining Unit B employees would continue the current practice of conducting monthly activations, all annual inspections, and any corrective maintenance required.
